[AXIS-2642] Web site release links improperly pointed at non existent directories

Description

The releases link on the axis website currently allows you to choose the current release or any previous release, however, all the links for the older releases point to the production paths vice the archive paths. For example, URL
http://www.apache.org/dyn/closer.cgi/ws/axis/1_2/
has a link that point to
http://apache.downlod.in/ws/axis/1_2/
when it SHOULD point to
http://archive.apache.org/dist/ws/axis/1_2/
since the URL
http://apache.downlod.in/ws/axis/1_2/
and ALL of the mirrors point to non existent paths [HTTP 404].

I did not test all of the versions to see if this true since I was only interested in the 1.2 release, but I suspect the problem extends to all the releases prior to 1.4.
