[AXIOM-368] org.apache.axiom.soap.impl.dom.SOAPHeaderImpl has unimplemented methods

Description

There are several methods in SOAPHeaderImpl which are not implemented. If the DOOM implementation of axiom is specified, the addressing module of axis will not work.

It appears that the implementation of the methods from LLOM will work here as well. I will submit a patch which has that implementation copied into DOOM.
