Reduce startup time for tool.rb rpcreceive

      Description

      When running the RPC interop tests for the 1.3.3 release, I noticed that the Ruby implementation is taking around 15s to start the tool.rb rpcreceive server and write the port to stdout. I don't know where this high latency is coming from, but I think we should investigate, as forcing the RPC interop tests to wait that long between server startup and client send will make the tests last far longer than they need to last.

        Just running the rpc interop tests on an m1.small instance up in the cloud (AWS). You can see the dependencies I installed at https://cwiki.apache.org/confluence/display/AVRO/How+To+Release#HowToRelease-UsingAWSforAvroBuildandRelease.
