https://github.com/apache/avro/pull/1082 added support for parsing and matching fixed decimal logical types

https://github.com/apache/avro/pull/1102 corrects the support for encoding/decoding bytes decimal logical types

The encoding/decoding logic should be extended to fixed decimals.
