https://github.com/apache/avro/pull/1082 added support for parsing and matching fixed decimal logical types

https://github.com/apache/avro/pull/1102 adds support for validating bytes decimal logical types

Similar validation should be added for fixed decimal logical types, while also checking the size of the fixed type.
