Description

After a build, there are modified and new files, and some RAT licence failures:

lang/perl/README is regenerated
lang/c++/test_....df files aren't ignored

And during a ./build.sh clean test dist:

[WARNING] Files with unapproved licenses:
  lang/py/.mypy_cache/CACHEDIR.TAG
