Description

I pinned composer to v2.0.4 in AVRO-2958 because of a breaking change the composer-monorepo-plugin, which is currently not pinned to a specific version, but set to the latest >= v0.16.

The two projects have since re-aligned, and they could both be pinned to a specific version for stability.
