Description

We cannot update to a more recent version yet due to apparent issues with Java 8 compatibility starting in 3.12.4 https://github.com/protocolbuffers/protobuf/issues/7827
Notice that there are not major changes on Java APIs from 3.12.0 to 3.12.4
