Add feature matrix to documentation detailing the state of implementation of the spec for each language implementation

    Description

      As Avro matures and more languages implement the specification, it will be useful to have a table documenting which languages have implemented which components of the specification. The documentation should be informal at first, but eventually we could block changes to the spec until a certain number of "first-class" implementations implement the new feature.
