      Quote zmanji:

      We have a `Qutoa` and `Resources` to represent a collection of resources. As I was working on the preemptor I noticed a strong duplication of logic as well as utilities such as addition, subtraction, etc.

      It would simplify a lot of code if we could merge everything together.
