[ATLAS-932] UI: 'create tag' button does not work

Description

With the latest Atlas from master, clicking on 'Create Tag' button does not popup dialog to get details of new tag. Following error is seen in the Java Console:
Uncaught TypeError: Cannot read property 'get' of undefined
