Atlas policy file does not honour standard hash as comment format.

    Description

      Atlas policy file policy-store.txt expects a double hash to indicate its a commented out line. Conventionally, a single hash character as the first non-blank character is sufficient to treat a line as commented lines. It would be good to stick to convention here as well.
