Description
After some config update or any other change when we perform a restart on the cluster or on the service, the restart is success but Atlas is not coming up after a restart.
We can see the following exception:

Repro Steps: Perform a service restart or cluster restart
When Restart is performed via REST API, the command returns a successful response. There is no error in performing the restart.
