[ATLAS-36] Need separate persisted properties for HTTP and HTTPS ports

Description

There is currently only a command line option to specify a port, and default values for both the HTTP and HTTPS ports. This may confuse users and makes management via tools such as Ambari confusing and error prone. The solution is, like many other hadoop services, to clearly specify the values to be used for HTTP and HTTPS as distinct application properties.
