Description

In HA environment, Atlas doesn't make a call to Ranger to download Atlas policies unless it is accessed for the first time.

This is not an HA specific feature and the behavior should be consistent with non HA feature - of downloading Atlas policies from Ranger when Atlas is restarted after enabling Ranger plugin.
