[ATLAS-1969] Cannot create a second child relationship

Description

On the latest code I create 3 GlossaryCategories CatA CatB and CatC. I can successfully create a relationship with type CategoryHierarchyLink with CatA as the parent and CatB as the child.. I then try to try to create a relationship with type CategoryHierarchyLink with catA as the parent and CatC as the child; and it fails with
