[ATLAS-1617] Improve readability of Error codes

Description

Currently the Error code format is ATLASxxxxxE where xxxx comprises of the family of error code (200,400,404 etc) followed by incrementing integer sequence.

New format of error code -> ATLAS-nnn-mm-xxxxx

nnn -> Http status code
mm -> module code/abbreviation (will be 00 until all module codes/abbreviations are finalized)
xxx -> Hexadecimal digits
