Description

When sending to and consuming from an FQQN on separate cluster nodes messages are not redistributed. This is fairly easy to reproduce.

1. Create a symmetric cluster of 2 nodes.
2. Start a producer connected to node 1 and send a bunch of messages

   $ ./artemis producer --message-count 20 --destination 'myAddress::myQueue' --url tcp://node1:61616

3. Start a consumer connected to node 2

   $ ./artemis consumer --message-count 20 --destination 'myAddress::myQueue' --url tcp://node2:61616

No message is consumed.
