[ARTEMIS-2289] STOMP - SUBSCRIBE with receipt returns multiple receipt-id headers

Description

With Artemis 2.6.4 issuing a SUBSCRIBE and asking for a receipt returns a RECEIPT frame with multiple 'receipt-id' headers.  This is surprising and will likely confuse many clients.  Other background:

1) STOMP protocol 1.1 or 1.2. 

2) Does not occur with protocol 1.0.

3) Does not occur with Artemis 2.4.0.

Attached are:

1) broker.xml

2) artemis.log

3) A tcpdump of the transaction traffic.  Look at lines 138-140.
