Support automatic failover with HA and JDBC store

    Description

      When using Database as the storage layer for Artemis, HA can not be used. We should implement a mechanism "similar to shared store HA policy" that allows a back up to become live and bind to a previous live table data. The shared store logic could be replaced with a table lock vs a file lock.
