Description

Arrow Cargo.toml has:

arrow-flight = { path = "../arrow-flight", optional = true } 

It should be:

arrow-flight = { path = "../arrow-flight", optional = true, version = "1.0.0-SNAPSHOT" } 

Also need to update release scripts to replace this version.
