Description

The current R toolchain uses mingw-w64 runtime v3. Building libarrow fails because arrow uses __cpuidex which was introduced in mingw-w64 runtime v5: https://github.com/mingw-w64/mingw-w64/commit/8e921f2a87fb70564cbcf40676daee93ea0cae3a

We need a polyfill for this.
