Description

As part of the investigation for ARROW https://issues.apache.org/jira/browse/ARROW-17104  and the issue on https://issues.apache.org/jira/browse/ARROW-16520. We identified some missing symbols when compiling protobuf, See upstream fix: https://github.com/protocolbuffers/protobuf/pull/10271

This tickets purpose is only to update the version of the vendored protobuf version defined for ARROW.
