step_by_step/finding_issues.rst - Finding JIRA issues

• Correct the last link → “Lifecycle of a pull request” should point to the “Working on the Arrow codebase” section which is the next section.
• And add a reference to the “Lifecycle of a pull request” before that to point the user to the instructions for creating a new branch.
