[ARROW-1072] Building fails on windows

Description

Cannot open C:\src\vcpkg\packages\zlib_x64-windows\lib\zlibstatic.lib. The problem comes when PARQUET_ZLIB_VENDORED is turned on.

The reason is because of these six lines

However with the local libs it's zlib.lib and not zlibstatic.lib
