[ARIES-1884] Extensions without "osgi.jaxrs.application.select" property are registering to all available applications

Description

The specification states that, for both resources and extensions, if the service does not bear an osgi.jaxrs.application.select property it should attach to the default application in that whiteboard only.

Currently resources are attaching to default application but extensions are attaching to all available applications.
