[AMQ-7462] Default handling of Empty Queues is different between MS SQL and Kahadb

Description

Default handling of Empty Queues is different between MS SQL (#mssql-ds) and Kahadb

When we enable the default kahadb adapter and restart the ActiveMQ service, empty queues will show up in the Admin Console

When we switch over to a MS SQL database adapter and restart the ActiveMQ service, empty queues disappear.

How can we change the MS SQL behavior to keep empty queues after restart?  

Our Development and Support team request that we use static queues -
