[AMQ-6886] Webconsole hangs when 'timeBeforeDispatchStarts' and 'consumersBeforeDispatchStarts' are set and consumers are down

Description

With the following in activemq.xml configuration:

                <policyEntry queue="my-queue"
                             consumersBeforeDispatchStarts="10"
                             timeBeforeDispatchStarts="60000"/>

Now, when the consumers are down, when clicking on the queue "my-queue" from the page /admin/queues.jsp the application hangs for exactly 1 minute. It seems the settings for in the policy entry also effect the webconsole.
