[AMQ-587] exception from broker while creating temporary topics

Description

Sometimes when creating a temporary topic I get:

at org.apache.activemq.openwire.OpenWireFormat.unmarshal(OpenWireFormat.java:181)
at org.apache.activemq.transport.tcp.TcpTransport.run(TcpTransport.java:135)
at java.lang.Thread.run(Thread.java:595)

This only seems to happen if I try to create a lot of temp topics in a lot of different threads at the same time.
