[AMQ-4473] Allow enabling remote debug from newly created broker instance

Description

You can create new instances of the broker using ./activemq create <brokerPath/brokerName> which will create a new directory with separate configuration and bin scripts. The bin scripts point to the ${activemq.home} which ends up being the parent, but I often times when quickly checking out a feature or debugging.. I wish to enable remote debugging from one of these new instances instead of having to enable it in the parent script.
