[AMBARI-9294] Versions: hosts got out of sync and could not install version

Description

1. installed cluster, 3 hosts
2. registered new version, then installed on all hosts
3. performed namenode HA
4. saw that my version went back to "install hosts". went to one of the hosts > host page and saw "out of sync". Attempted to click install to install on just one host, failed.
