[AMBARI-8236] Service Summary: Alerts and Health Checks shows no alerts under certain circumstances

Description

In the Service Summary page, Alerts and Health checks goes from "No Alerts" to list of alerts every few seconds.
Go to Services > HDFS > Config.
Go to MapReduce2 on the left nav. This shows MapReduce2 > Config.
Click on MapReduce2 > Summary tab.
At this point, no alerts are shown for any service.
