Design doc attached (work in progress)

• Implement a REST endpoint to accept metric data
• Implement GET API calls to query stored metrics
• Implement a backend storage layer which utilizes Phoenix API to provide CRUD operations over the metric data
• Implement Metrics aggregation layer to support roll-up at host as well as cluster level
