[AMBARI-5107] Job Tez DAG vertex start/end time should show seconds also

Description

When a Tez DAG vertex is selected for a job, we show the start/end time in the bottom right section. This only show upto minute resolution. This should show seconds also as a lot of vertices finish within a minute.
