[AMBARI-3593] Ambari ui works incorrect when we delete host which has last slave component on the cluster

Description

install multihost cluster. on one of the hosts install only HBase RegionServer. Then try to delete the host. after that Ambari ui doesn't work.
Deletion of last host-component should be enabled with the warning.
