[AMBARI-25719] Fail to enable kerberos due to NullPointerException and HostNotFoundException

Description

If ambari-agent is not installed on the same machine with ambari-server, it will meet NullPointerException and HostNotFoundException.
This bug is related to AMBARI-25332 and AMBARI-25630.
