When hearbeat is lost sometimes start/stop tasks can hang for a long time.

    Description

      When transition between IN_PROGRESS and COMPLETED happens in agent while server is connected, but in not responsive state. The report may get lost and never be sent to server. Resulting in server waiting for a long time for this report and eventually killing the commands stage by timeout.
