[AMBARI-24071] Final flag (blue icon) is not set for Final properties in Settings tab

Description

Please see screenshot attached

• We have final property set in Settings tab as well as Advanced tab.
• The one in Settings tab doesn't have blue icon where as it should be
• While setting a property to final we should be seeing blue icon which is not happening in Settings tab.
