Description
Steps to reproduce:
1) Configure capacity scheduler view to remote cluster.
2) Make changes to the capacity scheduler as a non admin user id.
3) save and refresh queues
4) Go to configuration changes in yarn. You will the changes have been made as user Admin instead of user logged in.
This is fixed if we use local cluster instead of remote for the capacity scheduler view
