[AMBARI-23245] Invalid value for zeppelin.config.fs.dir property

Description

Property zeppelin.config.fs.dir should not be available for zeppelin, if it was installed with stack < HDP-2.6.3. Also it should be added with value "conf", if zeppelin installed with stack HDP-2.6.3 and higher.
