[AMBARI-23242] Spark/Spark2 Livy Server alert assume process is running on all interfaces

Description

common-services/SPARK2/2.0.0/package/scripts/alerts/alert_spark2_livy_port.py and common-services/SPARK/1.2.1/package/scripts/alerts/alert_spark_livy_port.py use socket.getfqdn() to run service check.

This fails when environment has multiple network interfaces and livy server is using private interface by setting livy.server.host in custom livy2-conf or livy-conf.

I will be submitting the patch shortly.
