Description

1. Deploy the cluster with HDP 2.4.3.0 on Ambari 2.5.2.0
2. Enable NN HA
3. Perform ambari upgrade to 2.6.0.0
4. Register the HDP-2.6.3.0-151

Result: onstack/version page in Versions details it shown "Not installed" on 0 hosts.
Expected: "Not installed" on all hosts
