[AMBARI-21920] next button does not enable if we go back to Assign master page

Description

Scenario:
1) add a new Service
2) assign a master for that service
3) go to next page and till configuration page
4) click on back , to change the master host
5) assign some other master
ER: Next button should enable.
AR: Next button does not enable.
