[AMBARI-21778] Patch Confirmation Message Incorrectly Lists All Hosts

Description

When about to install a PATCH repository, the web client states that the patch will be installed on all hosts. This is incorrect as only the hosts which contain hosts to patch will receive the new bits.

STR:

• Install ZK and Storm on HDP 2.5. Only install Storm components (including clients) on 2 out of 3 hosts
• Register a PATCH VDF for Storm
• Attempt the installation

The following message is displayed:

You are about to install packages for version HDP-2.5.4.0-121 on all hosts for the following services:
Storm 0.10.0.2.5.4.0
