[AMBARI-21750] HDFS restart fails after migration if WebHDFS is disabled

Description

STR:

• Install IOP 4.2.5 cluster with HDFS and ZK
• Disable WebHDFS and Restart affected services
• Upgrade to Ambari 2.5.2 (latest build)
• Check the fast-hdfs-resource jar exists:

  ls -l /var/lib/ambari-agent/cache/stacks/BigInsights/4.2.5/hooks/before-START/files/fast-hdfs-resource.jar
  

• Restart amabri agent. The file is deleted after restart.
• Results in the following error:
