[AMBARI-20058] 'Final' is not shown correctly in config diff tool and in older versions

Description

• Issue1
  From api call we can see that fs.defaultFS is set to final in version 2 where as we cant see that on UI when we navigate to V2

• Issue2
  Compare V6 to V2
  V2 shows final for fs.defaultFS
  Compare V2 to V6
  V2 doesnt show final for the property

• Issue3
  Set final to any of the properties
  Make sure its shown on UI
  Compare it with an older version
  Diff doesnt show final for this property
