[AMBARI-19686] Add condition for detecting Blueprint call so that 'llap' named queue can be created on 1st BP invocation, if deemed required.

Description

• The 1st BP call is not getting the 'llap' named queue created, and is expected to create the queue. In the same scenario, where we enable Hive Server Interactive (HSI) from UI, the queue gets created.

Issue:

• The current code is checking if there is enable_hive_interactive in changed-configurations, then only allow queue creation, implying 1st invocation. This is not true for BP 1st time invocation where HSI would be started.
