[AMBARI-19250] Change default Spark configuration property in Oozie configuration settings to valid value

Description

Ambari-17209 added the spark property as below, but the value is just a label.
<name>oozie.service.SparkConfigurationService.spark.configurations</name>
<value>*=spark-conf</value>

It does not make sense to end users. And in oozie configuration other properties is all valid by default, like the one for hadoop configuration:
<name>oozie.service.HadoopAccessorService.hadoop.configurations</name>
<value>*=hadoop_conf_dir</value>

So I think It's better to change the value for spark configuration to valid one.
