[AMBARI-18994] In HA cluster copy the hdfs-site.xml and hbase-site.xml to Ranger conf directory

Description

in present , for HA cluster we have to symlink hbase-site.xml and hdfs-site.xml to the /etc/ranger/admin/conf to Test connection be successful in HDFS and HBASE Repo.
Actually the better approach is copying these files to /etc/ranger/admin/conf as all the services might be running in different nodes.
and it is better if it done while enabling corresponding plugin itself.
