get_sysprep_skip_copy_tarballs_hdfs() always returns False

    Description

      get_sysprep_skip_copy_tarballs_hdfs() in ambari-common/src/main/python/resource_management/libraries/functions/copy_tarball.py looks for cluster-env in the wrong place, hence always returns False. This causes all scripts that use this function to unnecessarily copy to HDFS files that are already present in sysprepped environment.
